Carbon Removal Certification Framework – Policy, Landscape, and Market Report

This report provides an analysis of the evolution of the Carbon Removals Certification Framework (CRCF) regulation- where the policy process currently stands, how the implementation will play out in the future, how the development of certification methodologies is foreseen to evolve, and how all of this relates to remote sensing. Although the CRCF covers permanent carbon removals (i.e., direct air capture/storage and chemically binding CO2 permanently into products etc.) and carbon storage in long-lasting products, the focus of this report is primarily on the “carbon farming” element of the CRCF and how it relates to remote sensing.
The report identifies key elements of the CRCF regulation, including a deep dive on the certification and verification process, the methodologies currently being considered by the European Commission and the timeline of how the regulation is set progress in the coming years. The report goes on to outline the key stakeholders under the CRCF, their roles and the EU Emissions Trading System (EU ETS) and the Voluntary Carbon Market (VCM) ecosystems.
Next, an analysis of the state-of-the-art is provided which discusses advances in the application of EO in carbon farming. Finally, the report provides a gap analysis, covering regulatory, economic and technical gaps and a set of recommendations.
